PSA pauses card grading submissions from outside the US

  They describe that the tariff is on the value of the card, not the fee for grading.

  Does that mean they don't really know the tariff cost to the individual until they see the card and value it?

  Does ownership of the cards matter at all? Are these cards lent out for grading?
